Richard C. Platte was born and raised in Oregon and moved to Bellingham, Washington in 1972. Accomplished throughout his academic career, he was a Special Student of Music from age 9 to 19 at the University of Oregon School of Music.
He graduated from North Eugene High School in 1966, and earned a Bachelor of Arts degree from the University of Washington in 1969. He subsequently earned his Doctor of Jurisprudence in 1972 at the University of Oregon School of Law.
